Dave Eavenson Passes Away

Our chapter is mourning the loss of our longtime leader, Dave Eavenson, the retired Athletic  Director from Carlisle Area School District. Dave was a track coach early in his career. Dave had been active in track since serving as a coach in western PA early in his career. His father, Dave Eavenson senior, the Athletic Director at Dickinson College, had helped start the Central PA Chapter of PIAA Track and Field Officials, and Dave was served as Secretary/Treasurer for decades. Dave was also instrumental at organizing crews of officials to work a variety of high school and college meets including the MAC Championships.

Dave was inducted into the Pennsylvania State Athletic Directors Association 2018 Hall of Fame on March 22 and was a member of the executive board. He was previously president of PSADA for two years, when he also served on the PIAA Board of Directors. He also served on the PIAA oversight committee and was president of the South Central chapter of the Pennsylvania Sports Hall of Fame among his numerous other responsibilities.

2018 Rule Changes

The summary of rule changes for the 2018 Track Season have now been posted on the NFHS website here. Of course, the PIAA has made some changes of its own for next cross country and track season during the 2017-18 school year. The biggest of these is that PIAA voted to remove their modifications concerning the jewelry rule. That means that the list of prohibited items that a competitor can wear no longer includes watches, earrings and other similar jewelry that are permitted under NFHS rules. The only item that will still not be allowed is a hat (unless religious).

Uniform Rule Clarified

Uniform matches for relay teams should be much clearer for officials, coaches and competitors with newly revised clarifications and examples. State Interpreter Jim Ellingsworth reinforced that “style” of a uniform is no longer considered to be an issue. Uniforms simply must match in design and color – meaning that colors must match the design from athlete to athlete. The examples given here are all legal uniforms. The kind of neckline or length of sleeves or other “style” factors do not matter as long as the design of the uniform and the colors in that design are the same. In other words, the uniforms need not be “identical” in style elements. This allows teams to purchase uniforms from year to year that clearly would identify team members without having to be perfect matches in every detail of their style.

 

NCAA Rulebook for 2017-18 Seasons Available Online

The newest NCAA rule book for the 2017 and 2018 Track and Field seasons is now available for download at the NCAA website. Paper copies of the new rules will be available to officials who work multiple college-level meets, but it would be helpful to everyone to review changes and updates for the upcoming season. The download can be accessed at http://www.ncaa.org/championships/playing-rules/cross-country-and-track-and-field-rules-competition. Also available on that page are the “monthly interpretations” that serve as updates and situation explanations. They are organized on a yearly basis.

No More Superman Caped Socks

A recent interpretation from PIAA Track and Field Interpreter Jim Ellingsworth has clarified that socks with a Superman (or other similar) theme with “capes” or other adornments added to them do not meet the definition of “Foundation garments” and runners wearing them must remove them before competing. They will not be permitted in district meets and the state meet, and all officials should enforce this interpretation for the remainder of the season. Several versions of the current fad are shown below.
